A TE needs to secure short moves, drag in sideline grabs, body out defenders, jump for jump balls, dive for balls, and ruin a cornerback in run blocking. A small TE can't do any of those things, so go with large TEs for the position (or 2 if you want to use a TE in the slot). The largest TEs are Movers Gronkowski and LTD and Movers Graham.
